Art. 1 Organization
The road race is called ZLM tour and is organized by the cycling foundation ‘Arjaan de Schipper  rophy’. The race will be ridden under regulations of the UCI and the national federation KNWU, volume 2017. The foundation Arjaan de Schipper Trophy is holder of the race licenses and possesses the required exemptions of the authorities. The licenses, permits and dispensations are available at the secretary of the organization for inspection. The one-day road race will take place on Saturday 15th of April 2017.

Art. 2.Race/Participation
This race is only for riders belonging to the category ‘Men under 23 years’, other than juniors. All  iders must be born between 1995 and 1998. A participating team should consist of a maximum of 6 riders and a minimum of 4 riders. Riders are expected to be aware of the regulations of the UCI and the national federation KNWU. Signs will point out the route.The riders must take the official route, as mentioned in the technical guide. A rider that has not followed the designated route, is not  onsidered for the prices of the stage.Theorganization shall notify the race leader, race commissioners and the team managers informed whenever there is a change of route.

Points Nations Cup
The Nations Cup awards points, but only to countries  teams (UCI statutes, article 2.14.024). In stage road races (art. 2.14.027) points are assigned to the first 20 riders of the final individual general  classification the scale at this page. The riders licenses must be shown and checked by the judge  designated by the national federation KNWU and the organization, before the team managers  meeting. Before the team managers meeting the frame plates and serial numbers will be made available. The team managers/soigneurs/mechanics must be in possession of a valid license for the year 2017. All licenses should be shown at the same time.

Art. 3. Participation
According to the regulations of the UCI (article 2.1.005) the race is only accessible for national teams. According to article 2.2.003 of these regulations the teams will participate with a minimum of 4 riders and a maximum of 6 riders.

Art 4. Communication with the riders
During the race it is, in accordance to the UCI rules (rule 2.2-024), forbidden to exchange information with the riders by any means of radio communication and other technical resources. The riders in the race will be informed of time differences (if any) by the organization designated time writers.

Art. 5. Permanence
The permanence is established at School Community Scalda Goes, Bessestraat 4 in Goes. The building is opened on Friday 14th of april 2017 between 15.00and 17.00 and Saturday 15th of april 2017 from 08.00 am till 20.00

Art. 6. Team managers meeting
The team managers meeting will take place on Friday the 14th of April 2017 at 17.00 in Motel- restaurant-Grand Café de Caisson, Smokkelhoekweg 12, 4421JH Kapelle, tel. 0031 113-341619 E-mail info@decaisson.nl This is a MANDATORY meeting for the team managers.

Art. 7. Jury meeting
The jury meeting will take place on Saturday the 15th of April 2017 at 10.45 am in the permanence.

Art. 9. Shirt numbers
The distribution of double shirt numbers and frame plates takes place on Friday, 14th of April, 2017 between 15:00 and 16:45 in Hotel-Restaurant-Grand Café de Caisson in Kapelle. The numbers must be picked up by the team manager when handing in the valid licenses of the riders. The numbers must be clearly visible pinned on the shirt of the rider. The frame plate must be clearly visible fixed on the bike. Numbers and frame plates may not be minified in size.The numbers and frame plates are not given to the coach / team manager until all valid licenses from the participatingriders and staff have been provided. When the coach/team manager only turns in a part of the required licenses, the numbers and frame plates will not be provided to the team manager. The licenses of the participating riders are returned after the last stage in the permanence.The riders must use transponders. These transponders will be provided by the organization to the team managers at the registration on Friday, 14th of April 2017. The transponders must be handed in immediately after the race by the team managers on  Saturday, 15th of April 2017 at the secretariat of the organization.

Art. 10. Prizes
The total amount of prize money for this race is € 6.010,00. Not more than 30 days on forehand of this race the organiser shall pay a sum covering the total value of the prize money to the national (dutch) federation. The national federation shall ensure that the prizes will be distributed. The prizes will not be transferred to participants individually, with the exception for the winner of the „Memorial Niek Rentmeester’.These prizes are presented at the ceremony after the finish.

Art. 11. Time limit
In consultation with the jury and organization, the riders who cross the finish line with a delay larger than 5% of the elapsed time of the winner, will be excluded from the classification. The time limit can be increased by the race commissioners when compelling reasons exists.

Art. 12. Anti-doping
The anti-doping check is in accordance with the regulations Control Anti-Doping UCI, supervised by the officials appointed by the national federation KNWU / UCI. The checks are held in the SMWO, ‘s-Heer Elsdorpweg 12, Goes. Furthermore, the legal provisions of the Dutch opium law apply. In this law it’s determined that the holding, transporting and dealing of soft- and hard drugs is prohibited.

Art. 13. Escorting vehicles  
One car per team is allowed to escort the riders. There will be three neutral material cars provided in the race.

Art. 14. Line up riders
The riders should line up at least 15 minutes before the start of the stage directed by the race leader or the speaker. They will also need to sign the attendance list.

Art. 15. Escort caravan
All cars authorized and provided by a KNWU label and radio receiver, must line up at between 11.30 am and 12.15 at or near the Grote Markt. Immediately behind the riders is the car of the race leader, the car of the race doctor and a neutral material car; then the cars of the team managers follow in the following order:
The cars of the teams who were present at the team managers meeting in order of rank in the Nations Cup, as it was the day before the race (14th of April 2017).
The cars of the teams who were present at the team managers meeting and have no points in the ranking of the Nations Cup.
The cars of the teams that haven’t confirmed their participation before the deadline in accordance with article 1.2.090 of the UCI regulations.
The cars of the teams that were not present at the team managers meeting.

Riders can also be followed by vehicles of the jury, press or guests. The vehicles of the press and guests are obligated to follow the instructions of the jury, immediately. Riding in the escorting caravan by unofficial persons and/or vehicles is prohibited. They will be, after consultation with the race leader, removed by the accomp anying police. The BROOM WAGON (last car of the escort caravan at stages in line) is indicated by a GREEN FLAG and a broom mounted on the car.

Art. 16. Introducing teams and signing attendance list
On Saturday 15th of April 2017 at 11.30 am, the teams will be presented to the public at the Grote Markt in Goes. They are called in turns to present the team on stage. The riders are required to sign the attendance list there. There is a neutralized start behind a commissioner car. Everyone must follow the instructions strictly.

Art. 17. Track
In case of a change in the track, this information will be provided to the team managers at the team managers meeting and the riders will be informed by the speaker when signing the list. On the official starting point at 0 km, 50 km after the start and 20, 10, 5, 4,3, 2 and 1 km before the finish, there will be clearly visible signs or banners that indicate the remaining amount of kilometres. At 1 km before the finish line  there will also be a red triangle hanging above the road. The ZLM tour has a  provisioning zone and straight after the provisioning zone there is a green zone.

Art. 18. Location of caretakers
After the finish there will be an area, exclusively for cars of the caregivers or care takers of the participating teams.

Art. 19. Traffic rules of conduct
All participants and officials in the escorting caravan should stick to the normal rules and traffic  regulations. They have to drive as much as possible at the right side of the road and must  immediately follow the instructions and orders of the police and race leader, as they may otherwise be excluded from further participation or assistance. The use of MULTI-TONE HORNS is STRICTLY PROHIBITED . All participating vehicles in the race caravan must have a valid liability insurance. The riders are expected to behave in accordance with article 1.2.064 of the UCI regulations, which describes among other things that the use of bicycle paths, etc. is not allowed.

Art. 20. Radio-tour / communication
KNWU Radio tour: frequency MHz 155.9375.
The Dutch escorting vehicles need to be provided with their own radio communication equipment. During the race it is, according to the UCI rules (art. 2.2.024), forbidden to exchange information with the riders by means of radio communications and other technical resources. The riders


Art. 21. Arjaan de Schipper trophy
The Arjaan de Schipper Trophy, named after a prominent regional and national official, will be handed over on the podium to the winner.

Art. 22. Memorial Niek Rentmeester
The memorial Niek Rentmeester is named after a Young talented rider who wasn’t given time to expand his career. As a tribute to this regional talent, there is cup and monetary reward made available for the most competitive rider. The winner will be announced by the jury in the last kilometres of the stage.

Art. 23. Award honouring Jan van Haneghem
The Jan van Haneghem Honorary Award is named after the former co-organizer of the ZLM tour. Jan van Haneghem was also an emissary and director of the KNWU. As a tribute to this special and way to early deceased passionate cycling  person, there is a cup made available for the winner of the intermediate sprints.

Art. 24. Tributes
For a continuous process, the following persons need to present themselves immediately after the finish (within 5 minutes) for the ceremony:
The first three riders.
The winner of the Arjaan de Schipper Trofee
The winner of the memorial Niek Rentmeester.
The winner of the Honoray Award Jan van Haneghem.

Art. 25. Material, clothing and personal care
The riders who present themselves at the start with lacking material and/or clothing may be excluded from further participation by the race leader. Wearing a ‘hard crash helmet’ is mandatory.

Art. 26. Accountability
The organization doesn’t carry any responsibility for accidents or damage caused to third parties before, during or after the race. All participating vehicles in the race caravan must have a valid liability insurance.

Art. 27. Decisions
When a rider fails to follow the mentioned regulations in this document, the rider can be taken out of competition or sanctions will take place against his team manager or care taker. In cases where this document doesn’t provide a decision, the following persons decide: Race technical matters: race commissioners. Organizational matters: the organization, when needed there will be consultation with the management of the region police.

Art. 28. Penalties
Penalties will be applied in accordance with the regulations of the UCI.
